It was at Georgia's March 28 2003 30th Anniversary Roe Rally sponsored by the National Council of Jewish Women (NCJW) and Georgians for Choice. Quoted in the article in the NCJW newsletter (Vol. 102, No. 6 Page 5), Georgia Lt. Gov. Mark Taylor "shared some of the astonishing statements made on the floor of the state Senate. One such statement being, 'Women cannot become pregnant from a rape.'"
